HDR's A Roadmap to Reduce Emissions by Electrifying the I-5 Corridor

Electric utilities in three West Coast states joined together to commission the West Coast Clean Transit Corridor Initiative, the study looked at how electric vehicle charging infrastructure reduces emissions and improves air quality. Led by HDR, the study provides recommendations for electric truck charging infrastructure along the 1,300-mile I-5 corridor. This study is informing our electrification strategy.

NACFE Research

In 2020, the North American Council for Freight Efficiency (NACFE) published "High-Potential Regions for Electric Truck Deployments," a detailed study prioritizing freight and goods movement corridors for electrification.

The Opportunity

We identified a section of highway from Southen California to Washington and developed a partnership with TravelCenters of America to being the first segment of the ETruck Highway.

The West Coast Electric Highway

This cooridor implements key goals and objectives of the multi-agency West Coast Clean Transit Corridor Initiative

Will enable medium- and heavy-duty zero-emission trucks to travel from Los Angeles to Seattle. Phase I includes installations at numerous facilities in California, Oregon, and Washington. Future phases to expand coverage points east to Nevada, Arizona,New Mexico, & Texas, growing eventually into a network of corridors organized as the US Electric Truck Highway.

Strategic Locations

We're starting with eight locations between Southern California and Washington. Seven of the sites are located in designated rural areas, and three are in areas of persistent poverty, four are in parts of California designated at low-income or disadvantaged communities. The corridor also runs through Paskenta, Karuk, Cow Creek, Cowlitz, Snoqualmie, and Puyallup Reservations and/or Trust Lands.

Why do we need electric trucks?

On January 23, 2021, President Joe Biden announced a goal to replace the US government fleet of 650,000 light-, medium-, and heavy-duty vehicles with electric vehicles (EVs) at a cost of $20 billion. Soon after, President Biden released details of an historic $174 billion electric vehicle proposal, which includes funds to build 500,000 EV charging stations by 2030, $45 billion to electrify most of the nation’s school and transit buses, and $10 billion in tax credits for deployments of zero-emission MHD trucks. 

How will this project be funded?

This project will be funded through a collection of public and private investments. The Momentum team is pulling together the necessary partners and organizations to complete this audatious dream.

How will this project benefit communities?

By encouraging electric truck adoption, the project will enhance highway safety in other ways. For example, studies have shown that the number of injuries associated with driving diesel is higher than for driving electric vehicles. For example, according to the Fatality Analysis Reporting System, in a study looking at 60,000 crashes involving fatalities, fires occurred in 2.6% of EV crashes and in 4.4% of crashes involving internal combustion vehicles.
